the whole idea of pebble bed reactors is to create a reactor that can shut down quickly in safe controlled proccess without having the exposure to the type of events that happened in japan.replacement of old reactors without adding to global warming. there is all kinds of r&d going on to fine tune the design and study the best type of graphite for this use.
