I don't know where you're getting that idea. The fourth generation nuclear reactor agreement is still active. gen-4.org All kinds of information at asme.org and iaea.org, also. China alone is planning a minimum of 30 gas-cooled PBRs, which go under the acronyn HTR-PM. They started construction of their first reactor in December 2012.

Fukishima has actually spurred further interest in these fourth gen reactors, as they are inherently much safer.
