I concur. I can't stand the lag, personally. Some don't mind so much however-- my wife was using a 2 year old Nexus S running Jelly Bean until recently. It was slow as molasses. I expected her to be blown away by the responsiveness of her new Lumia 521, but I guess she thinks it's a minor consideration compared to all the missing apps and functionality.

Sly's right, there's a lot of feature catchup that Microsoft should be doing... Not sure why they don't have a greater sense of urgency. That said, a notification center would not be in my top 10. Who cares?
