It seems pretty clear and by far the most likely scenario that a Syrian chemical-warfare unit did it. What's not clear is if the orders came from the top, they already had carte-blanche orders, or it was a rouge action.

I completely agree with this. I think the US military is pushing this, in this time of cuts, to seem needed.
