Yes he did. Somebody here made the point here yesterday. Generals should either be President (Eisenhower) and should never be in the cabinet since they are taught to do what their boss tells them to do. That makes a strong case for General Wes Clark to run. But I doubt it will be wise for him to do so in 2016 against Hillary
