I can't help you with your physical problem.

However, I do know a bit about this subject. And an objective evaluation of it finds that the problems were local. While there were some mis-steps on the part of various FEMA people, FEMA basically did what it was supposed to do.

The problems stemmed from the local officials not having a plan of action, not knowing what to do, and in Blanco's case, refusing to allow Bush to handle it. Nagin was hiding out most of the time; Blanco was literally confused and emotionally distraught during the entire event. Clueless.

And that is pretty much consistent with the fact that your response to my earlier post was peeing in your pants rather than responding to my points.
