The "shot across the bow" comment sounds really weak, like he is pleading with the American people to just let him punch the guy in the arm as a gesture to convince people he really is a manly man, while sending the signal to the rest of the world that he doesn't really mean it.

I seriously think he needs a reboot on foreign policy and he should do it quickly.
