Milking the system: I know, but it is the reason for that behavior that is important to remember. These folks are simply trying to survive and are usually insecure and don't know they have options. Most have already probably failed at school thinking they are not capable of school. So this is all they know how to do. It breaks my heart to see this, because I know they can do it with a proper start in life like pre school which shows them what they can do and how to do it and gives them confidence. And once they achieve that life is so much better for them and society. Free pre school for every kid, with meals is the way to start. Developing a mind takes a long time. Until we get into the ghettos and develop programs to help these folks one at a time, this will continue and the right wing is the reason we have not done it so far. And the conservatives have ascribed the wrong cause and effect. Even laziness can be changed with success, a lot of which is simply avoiding a failed life and not knowing what to do. Successful school kids do their homework matter of factly, failed school kids avoid it. Every kid I knew who made it out of Richmond and through college went on to live a life free of welfare. No one ever went back on welfare. Once you build a persons intellectual capabilities and self confidence they never go back to welfare. Conservatives generally need the above education and self confidence as much as anyone. And on top of the other problems for the ghetto welfare minorities is they have to fight racism every step of the way. That is a high hurdle to jump. In California the black girls are going to college at twice the number of the boys. And the community colleges still save thousands of young poor kids.
