The Chinese are at it again.

They never miss a chance to tie up the supply of several categories of raw materials ... most especially in various regions of Africa which has so much to offer in that regard, and who are generally willing to have the Chinese move in, often with their own plant and labour, and supply them with something they need in a "swap" for a long term supply of a resource.
