Special needs education should definitely be funded by the federal government. After all, the laws that impose these requirement were passed by federal legislators.

I'm not certain that's the case. I do know that in New Jersey, the movement to cut funding for special education program is directed at the state government, not the federal government. And conversations around programs, criteria for student selection, and so on focus on state regulations.

So, at least in New Jersey, it's experienced as less of a federal mandate than a state one.

Having said that, it's certainly a good idea to support funding at some sort of floor like level at the federal level, leaving the states to do more but not less.
