I think we know little about the mind except it can be very developed and most people live life way below their potential. The only secret to unleashing all that talent is pervasive, free educational centers. We should have an abundance of pre schools and community colleges. What the key is igniting, the critical stage of intellectual development. The Jews are the best example of this. They are driven to hate college by their families and social expectations, but once they get educated they lives their lives accordingly. Forget about all the fancy testing and everything else and just get them in the classroom and learning.
