he backed himself into a corner.

he is now going to pass responsibility to the proper channel, Congress. This achieves two things, one, he is back within the law, strange area for this jerk. Two, he can now whine and bellow how he would have acted on Syria, but Congress did not let him. He gets to walk away with his tail only partially between his legs, gets to share the blame for a decision and threatening words he never had any backbone to follow through with.

He made up the red line, now he is looking for any way to avoid having to punch the guy who stepped over that line.
