This is one of my favorite SF writers, David Brin. He wrote a series of books that take place in a universe populated by many starfaring species, including ourselves. en.wikipedia.org In the Uplift universe, status is gained by how many animal species your race has "uplifted" to consciousness and intelligence. We uplifted both chimps and dolphins, on our own planet, but claim that WE evolved without uplift, which causes problems with some of the other uplifting species that believe this impossible. It's a great series of books that won many awards.
