German and Venezuela were both Democracies, before they each had their bought with Dictators. It is entirely possible for Democracies to vote in the wrong sorts and to allow bad laws to be passed, like the Patriot Act and the FISA laws, which make it possible for Dictators to take over. The more the people expect the government to take care of their every need, instead of being self-reliant, the more in danger we are of a Dictator taking over the government apparatus to do what they will.
