You know exactly to what he's referring. The same thing as the rest of us are. Taking actions aiming at eliminating poverty will alleviate it, even if it's never entirely gone. 5% living in poverty is a hell of a lot better than 25%.

We're talking about throwing darts at the bullseye and hopefully hitting the inner ring. You're aiming at the jukebox.
