Perhaps.

But if you knew anything about what actually happened in the weeks after Katrina you would realize that the problem wasn't Bush. FEMA did pretty much everything it is chartered to do to the extent it could reasonably have been expected. The failures were at the state and local level.

It is no coincidence that this idiot Blanco and Nagin were out on their asses as soon as their terms were up. While Bush took the heat, both of these nitwits were coming apart at the seams.

Bush did everything he possibly could to get Nagin and Blanco to order an evacuation, while both Blanco and Nagin refused to do so until the last minute at Bush's assistance, which is responsible for many, if not most, of the deaths. Blanco, when told by Bush on Wednesday that it was essential for her to approve ceding control to federal troops, told the president she could not make that decision now, and needed another 24 hours (during which time people were dying) to make the decision. US Coast Guard pulled thousands from rooftops and attics, while Nagin hid out on the 27th floor of the Hyatt Hotel until such time as he totally abandoned NOLA for Dallas, leaving behind the city to suffer while Bush cleaned up the mess.

The city did NOT EVEN HAVE a plan for dealing with a serious storm. Nothing. Nada. In spite of the fact they had been warned time and again by research predicting that what happened WOULD happen.

There were some mistakes at FEMA, but they were minor compared with what happened at the local level.
