Dave is referencing a "study" done by The Heritage Foundation(I think). Anyway, what they did was to sum up all of the possible programs. They ignored the fact that many are mutually exclusive and/or time limited. For example SNAP, unless there is a minor in the household, is limited to 3 months out of every 12.

So it might be possible, under the right set of circumstances, to qualify for a few thousand a month for a month or two, but no way anyone can get the amount of benefits claimed per year.
