My WAG as well. In fact, I'd guess this is as much desperation on the part of MS as anything. They knew WP was not making it, and at a distant #3, was not likely too either. So they've decided to pull out the stops and give it their best shot.

I approve. They are finally awake to the fact that phones are in fact the new computing device, and that there is not a wall between phones and tablets. Their PR on this specifically pointed out that they need phones to boost tablets and they hope boosted tablets will boost PCs. I don't actually think that will happen, they should worry just about boosting phones/tablets. PCs are a stagnant market going forward.

The question is whether MS can get much traction in mobile with a vertical structure. But at least they now realize how dire the situation is, and they are spending $B's to try and correct the problem.

From my standpoint, the consumers will win, because MS will never dominate mobile like they did the PC era, but they may well keep more competition and lower prices in it.
