I don't doubt the presence of what you are calling "rot." But it's not, as you can tell from my posts, the issue which concerns me the most. My concern is how to find ways to increase opportunity while providing reasonable levels of family support. It's not on the political agenda at the moment but I have some hope it may reappear. We are on different pages.
