Well if you want extreme measures, most problems could be resolved by enforcement of a male chastity belt (I wonder what that would look like) installed at puberty and followed by castration of those who don't graduate from HS with > 3.5 GPA and College with at least a 3.0. The chastity belt comes off on graduation day from College for those not castrated. I'd guess you would see lots of guys graduating from college at 16 y/o and with 4.0's. Graduation night would be quite the party night. Koan would not have made it through college stoned under my extreme measures approach!
