Bush documented Iraq strategy/policy which reflects part of your claim. That was specific to Iraq which was the only significant conflict taking place in the Middle East at the time. Bush did say he thought a Democratic Iraq would also be a catalyst for change across the Middle East. My question had to do with a Current Policy with regard to Modern Middle East Conflicts. I am not aware of a policy that states the intent to remove dictators... except for Clinton and Bush who stated a policy intent on removing one dictator (Saddam Hussein). Obama came out in opposition to all of that; so has he changed his mind and adopted Bush's policy or is there something else to support your claim? Nor have I seen a policy that addresses the conflicts taking place across the Middle East. .

Bush policy called The New Way Forward: "U.S. strategy -- the New Way Forward -- recognizes that the fulfillment of commitments by both the U.S. and Iraqi Governments will be necessary to achieving our common goal: a democratic Iraq that can govern, defend, and sustain itself, and be an ally in the War on Terror. The building of a strong strategic partnership with the Iraqi Government will be an important part of the effort to achieve this end state, which remains a long-term goal, and requires the application of all elements of national power, including especially diplomatic, economic, and political power.”

So your claim is not born out.
