They need not be and commonly aren't, at least for those income levels where it matters.

For example, most states exempt from sales tax food items for consumption and real estate rentals, and many states exempt other items that are considered "necessary". Many states provide reduced rates for consumption, which mitigates its regressive nature. The Fair Tax, a retail sales tax, would provide a rebate for the estimated tax paid for necessary items.

Typically, but not always, the implementation of sales taxes int the US is done in such a way as to prevent an undue burden on those for whom it matters most.
