You need to be able to prove, beyond a reasonable doubt, that they committed serious specific crimes, for which the penalty is 20 years in prison or more, in order to do that. (and the penalty has to be that high when they committed the crime not some later increase)

Bringing down such criminals when you find them can be a good idea, but it isn't some way to reform the way things work.
