Why would Nokia need to preserve cash so desperately?

They've said they didn't have the money to compete head on with deep pockets of Apple and Samsung. It's in Microsofts interested to get them competing now, rather than later. Nokia will be a better competitor before the sale goes through, which is good for them and good for MS.

"Desperation" it's not. It's hitting the ground running.
