David, LMYCA is a Venezuelan company and although I understand your view, I don't really think there is the slightest chance that the Mandarin Casino will not be approved for a license. The new venezuelan gaming law is designed to regulate the gaming industry and establish legal gambling as a significant revenue source for government programs.

The first two requirements for re-opening the casino/gaming facility (approval as a tourist areas and a local referendum) have both been approved for Mandarin and they have applied for the license. Venezuela wants the gaming industry so they can control and tax it. They have no interest in denying applications and the Mandarin has been around for a few years.

Did you also notice the limited reference to a second potential JV between Noram and the Mandarin?
