For a long time the US govt. controlled interest rates and kept them artificially low. That's why you see 2%-3% rates for the older figures at stls.frb.org Does anyone remember when the gov't. abondoned this policy? I don't remember (Alzheimer's again) exactly how the policy was implemented. I believe part of it was that the gov't (probably through the FRB) actually dictated the rates banks could pay on savings accounts.
