It was a common practice to have a squad that used decoy drunks to catch would be thieves.

It was the same with would be prostitutes.

Keep the police on these high crime cases (theft/prostitution), and not on murders or roving gangs.

Soon all big cities will be like Deetroit and Chicago where it's safe to walk 30 yards between 11AM and Noon.
