That brings up the problem of scalability. An African village can install one 200-watt solar panel, to charge cell phones so they can communicate with the world, and then scale up from there. With a nuclear plant, the choices are: 1) do nothing, or 2) spend 10B$.

If your guess about the cost of electricity from nuclear power is based on zero real-world experience (unproven novel designs, maybe a small-scale "proof-of-concept"), it's unlikely anyone will bet 10B$ on it. It's a chicken-and-egg problem: nobody will build it until somebody else proves it works.
