It wasn't until the entire nation decided we needed public schools, everywhere in the country that our educational system started producing a large educated society.

You seem to want to go back to the time before than when few people obtained an education and illiteracy was pervasive.

You claim to sell RE, but you don't understand the relationship between school systems and desirability of towns? Any community which did not fund adequate schools would see RE prices and then population decline. Let the towns compete for residents.
