Two reasons.

One, it is believed that if that was done, people would lose faith in the financial system. Personally I can't see how they have have less faith than now, but...

Two, after decades of lobbying, especially when Republicans controlled the House, regulations have been weakened to the point where a lot of what was done may not have been illegal. If Morgan-Stanley can package securities that were highly risky, get them rated triple A and then bet against them with AIG and not break any laws, well...

It is what happens when you let sociopaths write their own regulations.
