You have to be joking! The Republicans had no input to the affordable care act, none at all. They didn't even receive it but hours before the vote. Democrats didn't read it by choice. So in your case the ACA is truly a case of the Blind leading the Blind.

The house leader Pelosi even stated "we have to pass it before we can find out what is in it. It was snuck through and passed in an atypical manner as well.
