What exactly do you mean by, "they fucked with it and fucked with it and watered id down?"

Of course, we know, from Doug Elmendorf's testimony today, that it DOES bankrupt the country. Specifically, he referred to the debt load as "unsustainable" (translation: It will bankrupt the country) and then he went on to point out specifically what it is in the budget causing the problem:

a) Social Security
b) Medicare/Medicaid
c) So-called "subsidies" provided by Obamacare.

These three items were specifically the problem, and he went on to point out further that all the rest of the budget was LESS of a problem in the long-term than it is today.

So, there is no question, at least among professionals like Elmendorf, Buffett,

Death panels were part of the propaganda campaign, but far more benign than the lies spread by proponents of the legislation, so we'll give you the benefit of the doubt and call that a wash.
