I keep hearing that the percentage of GDP is the most important factor in judging deficits.

But GDP is FLUID and deficits are Locked in Granite....

If a major Flu epidemic had hit the U.S. in 1986 and caused 100 million Americans to become ill and killed 20 million Americans then Reagan's deficits would have hypothetically been the WORST in the history of the U.S.?
