On the other hand, if the travelers cheque is in a sound currency, you can spend it in the home country (or elsewhere) for the face value without paying taxes on your gain.

For example, I have some Swiss Franc T. C. s that I got for about 70 cents that are now worth about $1.10. I can travel to Switzerland, pay for hotels and food, and pay no income or capital gains taxes on the money spent.

Canadian travelers checks at worst could be deposited at face value in a Canadian bank. Canada is not throwing its wealth away trying to pacify the Middle East. So the currency may retain more value.
