Let's see.

How about you write me a check for $100. On receipt of said check, I erase everything but the signature and replace it with the language of my choice. Maybe $1,000. Then, I negotiate the check.

That is precisely what Harry Reid did with the legislation the House passed.

Of course, that's just the beginning.

Pretty much what I said. The problem is that these horrible, failed programs are politically untouchable and they, not the mere $18 Trillion, are the problem.
