I think the overt message here is to make it much more difficult to open an account out of the country. This is, imo, a precursor to currency controls to limit how much you can remove from the system at all. The playbook throughout history has been similar -- trap the non-elite in a depreciating currency and then pull the rug out from under them at some point.
