Taxes could be considered extortion. Some of the actions of the government based of this law (esp. the new taxes such as the medical device tax, and the mandates) could be considered extortion.

But the process used in passing the law (as opposed to the law itself and the consequences of it) I just don't see it. Removing language and replacing it with own, to the extent it is illegitimate in the specific context, seems more fraud than extortion, more deceit, than force and intimidation.
