Not a shutdown of the type we are currently having. There have been many of these, but never a total shutdown. You might reasonably say that isn't much of a shutdown, but it is what everyone is talking about when they say "the shutdown", that's what "the shutdown" means.

Its politics on both sides. But trying to stop, limit, reform, or delay Obamacare while certainly politics is also a matter of principle (whether or not its a principle you agree with and not saying no one on the other side is acting out of principle either).

In this case I think its rather poor politics. Ordering such shutdowns just looks bad. Whether that negative PR is enough to be significant in the battle is another question. I suspect it might not be all that significant, but the effect it does have will likely be more negative for the Democrats than for the Republicans.

Both sides are shutting down government (or shutting down 15% of it at least) trying to force the other to cave. So far neither side has. If it wasn't for the upcoming debt limit (a separate thing than the shutdown), I would expect the shutdown to last awhile, but the pressure from the debt ceiling issue may force some form of compromise, even if its only punting the issue down the road a few months.
