It's much more than just a black person and cops; the White House and Congress are two of the most sensitive, most-secured places in the country.

That woman had to be completely psychotic to do what she did. And Sadly, cops can't sit back and say OK, let's try to reason with her as she drives her car at 80mph down crowded civilian streets and actively tries to hit people.
