No I don't. A true believer is one who has truly believed in Jesus, confessed Him publicly, repented of his sins, been baptized in the name of Father, Son and Holy Spirit and received the Holy Spirit. Sanctification is a process of learning to apply the word of God and learning to engage the Holy Spirit to permit us to overcome the world and live holy lives on a continuous basis. The sacraments of Holy Confession, Holy Communion etc. are essential for the fullness.
