Much of politics is a vocabulary game "Wealth transfer" is a loaded term If enough folks are convinced that the phrase should be applied to safety net programs (another loaded phrase), it makes resistance to or repeal of them that much easier If you believe that is what should be done, you should continue to characterize them as such
