Of course not.

The Donut Hole has been credited with creating fundamental awareness of generic drugs. As have drug copays in other programs. That's why it was such a success. The bitching about it not being associated with a new tax, which emanated from Left, may or may not have been valid criticism. But still, the program worked better than any health care program the government has ever undertaken. The Donut Hole is a key reason for it as it gave beneficiaries "skin in the game".

It is concrete proof that skin in the game is a valid and substantial concept if you want to save money on health care expenditures.
