This doesn't make sense to me. If companies are just now developing their Y2K replacements, they probably have not made that great of an investment yet and have only purchased enough licenses for development. When you deploy a system is when Oracle makes the big sale for the additional production server software and licenses for all of the desktops the system will be deployed to.
