Paine advocated a 100% estate tax.
Where are you getting this nonsense? There is no such thing as a "100% tax."

The Wiki article on "Agrarian Justice" says that Paine called for a 10% tax on direct inheritances (and a slightly higher tax on inheritances to people who are not direct descendants).
