not for part time, businesses just keep them to under 20 hours. so Obamacare has been a failure for blue state hawaii.

Exceptions

Not all employees in Hawaii must follow the rules set forth by the Hawaii Prepaid Healthcare Act. Employees of government agencies, seasonal employees (as defined by the Department of Labor and Industrial Relations), real estate and insurance agents paid by commission only, and sole proprietors do not need to be covered under the PHC.
