Hardly minor. Sure most elections are not determined by fraud. Most aren't even close enough for fraud to be an issue (unless it was so blatant that it would be hard to hide), but some elections are rather questionable.

A few cases per year is minor.

And even if it was a very minor problem there wouldn't be any good reason not to take reasonable steps to try to reduce it.

Not when specific groups are targeting.......groups which tend to support your opponents.
