A few cases per year is minor.

A few cases per year can be pretty major, it depends on how big the case is. If a case means a fraudulant registration, or a single fraudulent vote when the election isn't even close, then its likely a lot more than a few cases per year. If a case is a stolen election then it may be less than a case a year (probably is if you exclude minor elections), but a case every decade is still a problem worth addressing.

As for targeting, what's being targeted are fraudulent votes.
