Anarchy comes when the few dictate to the majority.

1 - No. That idea in no way resembles anarchy.

2 - The PPACA is a minority dictating to a majority. A very small minority. Less than one in a million Americans voted for the PPACA when it passed, that's a very tiny minority, while more Americans oppose the law than support it, and its been that way consistently for awhile now.

3 - Constitutionally and traditionally congress, most esp. the house, has the power of the purse. The house is using its normal legal powers, not acting outside the law.

4 - The law itself is legally and constitutionally dubious in any number of ways both in how it was passed, and how its being implemented.
