I would add, "or stranger"

In order for charity to be charity, it has to have a face. It has to have a face that says "you are important enough for me to look directly in the eye, with a smile on my face and no judgement in my heart". Charity has to be about more than writing a check to alleviate whatever misplaced guilt someone is feeling that day. It has to show true caring, something that a government institution can never do. True charity should be anonymous and without obligation.

What you said gets to the heart of the flaw of our welfare programs. They can't and don't offer hope. All that they offer is lifelong dependency.
