Not extending the debt ceiling doesn't even equal default (since payments on the debt are less than federal revenue), and actual default isn't anarchy.

So? Assuming it were even legal, and it isn't clear that it is, there is no mechanism in place to prioritize payments. Bills are paid as they come due. I suppose you could argue that they need to revamp their accounting system to make the hostage taking easier, but...
